Wagons: Added 20' Passenger Wagon.

Other: Buffed the weight of the H2 by 2.5 tons. Buffed the top speed of the Class P and slowly lowered its power.

Bug fixes: Fixed the K2 not having number plates. Fixed an axle placement on the coach. </poem>
